Biography

Born and raised in Pittsburgh, Pa., Col. Joseph A. Wineman attended Washington and Jefferson College, Washington, Pa., where he was recognized as a Distinguished Military Graduate, earning a Bachelor Degree in Biology, cum laude. He earned a Doctor of Dental Medicine degree from the University of Pittsburgh, School of Dental Medicine, Pittsburgh, Pa., in 1981. He completed his dental specialty training in Advanced Education in General Dentistry, at Fort Bragg, NC, in July 1989. Wineman completed a master's degree in Healthcare Administration with highest honors from Baylor University in 1997.

His assignments include: director, dental clinic, Ft. Lewis, WA; commander, Dentac, Ft. Hood, TX; general dental officer and mobilization augmentee, Baumholder, Germany; chief of the dental clinic, Edgewood Arsenal, Md., director of dental services, Wildflecken, Germany; acting DENTAC executive officer, Wuerzburg, Germany; and commander of the 523rd Medical Company (Dental Services), Giebelstadt, Germany.

In December 1990, Wineman deployed with the 123rd Medical Detachment (Dental Services) to Southwest Asia, in support to Operation Desert Shield/Storm, providing dental emergency medicine to more than 30,000 Iraqi prisoners of war and 17 percent of the total dental treatment for the military personnel in Southwest Asia.

Wineman is a graduate of the resident Command and General Staff Officers College, Fort Leavenworth, KS, as well as the Army Medical Department Officer Basic and Advanced Courses.

He is board certified in comprehensive dentistry, a Diplomate of the Federal Services Board of General Dentistry; a Certified Healthcare Executive by the American College of Healthcare Executives, and a member of the American Dental Association and the Academy of General Dentistry. His military awards include the Bronze Star, Meritorious Service Medal (one oak leaf cluster), Army Commendation Medal (one oak leaf cluster), Army Achievement Medal, the Expert Field Medical Badge and the German Sports Medal. In 1993, Wineman was inducted into the Order of Military Medical Merit.
