Biography

Captain Charles E. Taylor was born on May 7, 1948. He joined the U.S. Navy on May 8, 1967 as a High School Hospital Recruit (HSHR), attending boot camp and Hospital Corps "A" School at Naval Training Base Great Lakes, Illinois. After serving almost four years as a Hospital Corpsman he attended Mansfield General Hospital School of Nursing, Mansfield, Ohio graduating in 1977 with a Diploma in Nursing. Following graduation Charles Taylor received his commission in the U.S. Navy and was assigned as a general staff nurse at U.S. Naval Hospital Newport, Rhode Island - 1977/1980. After Newport Captain Taylor received orders to U.S. Naval Hospital, Beaufort, South Carolina - 1980/1983. Following Beaufort Captain Taylor was assigned to U.S. Naval Hospital, Keflavik, Iceland - 1983/1984. After Keflavik Captain Taylor was picked-up for Full Time Duty Under Instruction at Marymount College, Arlington, Virginia where he received his Bachelor of Science in Nursing - 1984/1986. Upon graduation he was assigned to the National Naval Medical Center, Bethesda, Maryland where he worked as the Division Officer of the Coronary Care Unit - 1986/1990.

Captain Taylor's next assignment was as the Director of Nursing at Naval Medical Clinic, Portsmouth, New Hampshire - 1990/1994. Following his tour at New Hampshire Captain Taylor was once again picked for Full Time Duty Under Instruction at Baylor University, Waco, Texas - 1994/1996. After graduating with a Masters in Healthcare Administration, Captain Taylor received orders to U.S. Naval Hospital, Naples, Italy where he assumed the role of Department Head of Quality Management - 1996/1999. During his Naples tour as the Director for Performance Improvement, he was selected for Captain. Captain Taylor was next assigned as the Chief of Health Care Operation in a Tri-service billet at the Office of the Lead Agent, Region 11, Madigan Army Medical Center, Fort Lewis, Washington. Captain Taylor is currently the Commanding Officer at U. S. Naval Hospital, Yokosuka, Japan.

Captain Taylor, an active member in the American College of Health care Executives (ACHE), is a Certified Health care Executive (CHE). He is an active member of the American Association of Ambulatory Care Nurses (AAACN). Captain Taylor has been awarded the Defense Meritorious Service Medal, the Meritorious Service Medal with one gold star, Overseas Service with three bronze stars, and a unit citation.
