Biography

Thomas C. Smith, III, FACHE, was appointed Associate Director for Resources for the Central Texas Veterans Health Care System (CTVHCS) effective April 1, 2007. He previously held the title of Associate Director for Operations since November 28, 2005 where he was responsible for all the day-to-day operations of this multi-million dollar VA health care system with an annual budget of over $327 million and 2,657 employees. It is comprised of two VA hospitals in Temple and Waco, a large stand-alone outpatient clinic in Austin, and several community based outpatient clinics throughout Central Texas.

Mr. Smith comes to the Department of Veterans Affairs and CTVHCS from St. Luke Hospital and Living Center in Marion, Kansas, where he served for nearly two years as CEO and Administrator of a critical access hospital with 22 acute care and 32 long term care beds serving a population of over 13,000. Prior to this, Mr. Smith spent over 22 years in the Army and retired at the rank of Lieutenant Colonel in 2004. During those 22 years in the Army, Mr. Smith served in progressively responsible positions including Director of Ambulatory Care at the Army General Hospital in Seoul, Korea; Acting Commander of a 296 bed Combat Support Hospital; Executive Officer of Darnall Army Community Hospital at Fort Hood; Executive Officer of the Army Health Center in Vicenza, Italy; Deputy Commander for Administration for the Army Community Hospital at Fort Rucker, Alabama; and culminating as Deputy Commander for Administration of the Army Community Hospital at Fort Benning, Georgia.

While in the military, Mr. Smith was inducted into the Order of Military Medical Merit, an honorary organization which recognizes leadership and significant contributions to the Army Medical Department. He also earned the Expert Field Medical Badge and received numerous awards, the highest being the Army Legion of Merit which is awarded for exceptional meritorious conduct in the performance of outstanding services and achievements.

Mr. Smith is a Fellow in the American College of Healthcare Executives (FACHE), served on the ACHE Regent’s Advisory Board while in Kansas, holds a Bachelor of Arts degree from Auburn University in Alabama, and a Master of Health Administration from Baylor University in Texas
