Biography

Dr. Holmes received a B.A. in mathematics from Harvard University in Cambridge, Massachusetts. He received a masters degree in the science of management (MSM) from Frostburg State University in Maryland, and also a masters degree in health administration (MHS) from Baylor University via the Army-Baylor program in Texas. He earned his Ph.D. from the University of North Carolina in Health Policy and Administration, with a specialty in finance.

Dr. Holmes served at Uniformed Services University and was responsible for program analysis and evaluation in the directorate of that name, in the newly formed TRICARE Management Activity. He was promoted to this position based on his previous work as a senior analyst within the Program Review and Evaluation branch of the Office of the Assistant Secretary of Defense (Health Affairs). Dr. Holmes has also served as an Associate Professor in the US Army – Baylor University Graduate Program in Health Administration, held an unlimited warrant as chief of a medical contracting office, led the projects which developed and fielded both the Central Processing and Distribution (CPD) system and the EBC PLANNER system to the MHS, and was a founding governor of the Health Industry Bar Code Council, and led the study which set the statewide rates still in use by HCFA today to reimburse North Carolina public health departments for ambulatory services.

Dr. Holmes has published extensively, both in military and civilian journals, in articles featuring the incorporation of modern corporate management science into healthcare delivery systems. He is board-certified as a financial manager, as a management accountant, and as a government financial manager. He is currently serving as a fellow with the Accrediting Commission for Education in Health Services Administration (ACEHSA).
