After Commissioning, Captain Rosciam served at the Naval Submarine Medical Center, Groton, Connecticut as the outpatient administrator and then as the medical construction officer for the new facility. In June 1976 Captain Rosciam was selected to attend The George Washington University at Bethesda, Maryland. After obtaining his Bachelors Degree in Health Care Administration in 1977, Captain Rosciam was selected to attend the U.S. Army-Baylor Program at the Academy of Health Sciences, Fort Sam Houston, Texas as the very first Naval Officer in the program. He received his Masters in Healthcare Administration from Baylor University in 1979 following his residency at Naval Regional Medical Center, San Diego. Rosciam received two Boone Powell Awards from the Army-Baylor Program, one during the academic year and one during his residency.
Captain Rosciam was then assigned to the Naval Regional Medical Center, San Diego, California as a financial systems analyst and assistant head of information management. In 1983 he was assigned to the Office of Chief of Naval Operations (OP-931) as a program budget analyst for the Navy Surgeon General and was deep-selected (below zone) for Commander (O-5). In 1990 he was stationed at the Naval Medical Center San Diego, CA as the Comptroller/Director for Resources. In addition the Navy Surgeon General appointed him as the Specialty Advisor for all comptrollers, which included duties of managing the assignments and careers of all Navy Medicine’s comptrollers. He was deep-selected for Captain in 1992. He was subsequently assigned to the Healthcare Support Office in Jacksonville, Florida in 1995 as Comptroller responsible for financial management for one-third of the Navy’s medical and dental facilities. In 1998 Captain Rosciam was selected as the Officer-in-Charge of the Healthcare Support Office, Jacksonville, Florida, a position he held until his retirement in May 2002, a career that spanned 43 years from enlisted (E-1 to E-9) to officer (O-1 to O-6).
Captain Rosciam has been awarded two Legion of Merit Medals, the Purple Heart, two Meritorious Service Medals, two Navy Achievement Medals, Combat Action Ribbon, Presidential Unit Citation, Navy Unit Commendation, Good Conduct Medal (3), Navy Expeditionary Medal, American Defense Service Medal (2), Armed Forces Expeditionary Medal (2), Vietnam Service Medal (4 stars), Vietnamese Staff Service Medal, and the Vietnam Campaign Medal.
Captain Rosciam is married to the former Eve Kaiser-Haapapuro. They have four children: son Michael Rosciam is a CPA in Tallahassee; son Eric Rosciam is an artist in Los Angeles; son Eric Haapapuro is a United States Park Police Officer and air rescue Paramedic in Washington DC; and daughter Sheryl Kaiser is a lawyer and a professor of law in Washington DC.
Captain Rosciam enjoys baseball, a passion he’s had for over fifty years, and is the creator of a 2000-page web site devoted to baseball catchers.
